One of the main reasons Flash is not on the iphone or the iPad is because many Flash games and interactive Flash content need a MOUSE for interacting with it and both iPhone and iPad don't have a mouse. You can't use these on either device without a mouse.
There are some Flash animations or video that could play on an iPhone or iPad so their could only be limited flash playing on them anyway.
