Webapps will absolutely have a place on the iPad. There are plenty of web application providers that have a codebase and a working system in place that can VERY easily have an iPad/iPhone interface thrown on top for iPad/iPhone users to interact with.
Often, there's no reason for these providers to build a custom app when their product functions perfectly well on the iPad w/o a standalone app.

There will be TONS of iPad webapps.
I have to agree. The larger screen plus a good Wifi connection will be just perfect for web apps.
