Phase one was the company's all new Simple Starter plan that offers unlimited talk, text and up to 500MB 4G LTE data for only $40. Does the iPad Air support LTE Advanced?

The iPad Air does not support LTE Advanced or LTE Cat 4.

LTE Advanced promises to offer optimal download speeds of 100 Mbps and up, however, access is limited to the network. Future devices from Apple and other manufactures are expected to support LTE Advanced in the future when more carriers support it.

One tablet that does currently support LTE Cat 4 is the Huawei MediaPad X1.
